The following clauses were expanded for the provisional policy of English Moegirlpedia and may be slightly different from the original.

There are two types of user groups in English Moegirlpedia.

  1. Authoritative user groups (or "authorities") have some administrative rights within Moegirlpedia; their actions and comments are usually considered official actions and comments from Moegirlpedia.
    • Currently, only bureaucrats, administrators, and patrollers are considered authorities; they proceed from the most to least powerful in that order.
    • The more powerful authority also has the user group status and corresponding rights from all lower power authorities. E.g. an admin also has rights of a patroller, and a bureaucrat has rights of an admin and a patroller.
  2. Functional user groups (or "roles") have no administrative rights; however, they may have some nonadministrative privileges, such as having their edits automatically marked as patrolled (good editor) or the ability to use MediaWiki API to perform large amounts of automatic edits (bots). Users with functional user groups are still regular users, and their actions and comments in no way represent English Moegirlpedia (unless they are also an authority).

User group management rights

Detailed rights of different user groups are listed in Special:ListGroupRights. Only user group management rights are briefed here.

  1. Bureaucrats may grant or remove any user group status to or from any user (including themselves), regardless of their user group status.
  2. Administrators may grant patroller or good editor status.
  3. Patrollers may grant good editor status.

Overview of responsibilities

Administrators

Main page: Moegirlpedia:Administrators

As some of the most senior editors in Moegirlpedia, administrators will be the primary maintainer of several topics, usually a collection of articles revolving a common subject (e.g. a game or an anime show), throughout the site. They will build navboxes and other complicated templates, propose and maintain categories and categorization systems, and guide other user edits.

Admins will handle controversial, divisive, and sensitive issues should they arise; they will also participate in discussions throughout Moegirlpedia, notably in the Discussion board, and be the moderators of these discussions. Also, Admins will participate in votes that will decide the composition of the authorities and the rules or the future of Moegirlpedia.

Patrollers

Main page: Moegirlpedia:Patroller

As moderately or highly experienced editors, patrollers are tasked to maintain the readability of articles. They do not have to participate in all matters throughout the site, but they should bring every page they patrolled up to par even if they have no interest in the topics in those pages.

Good editors

Main page: Moegirlpedia:Goodeditor

Good editors do not have additional responsibilities save for those regarding the articles they have edited; their edits should be free of errors (that need others to fix); they don't have to make the articles perfect, but they must bring them up to par. Good editors should leave good, helpful edit notes if needed so that others can continue to improve the article.

Application requirements

The following clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates.

  • Since the user group status is currently linked interwiki-wise, English Moegirlpedia follows the Chinese Moegirlpedia application requirements. This text should be updated whenever the corresponding Chinese policy is changed.
  • "Moegirlpedia of any language and their sub-sites" currently include English, Chinese, and Japanese Moegirlpedia and Moegirl Commons and Moegirl Wenku. This applies to the rest of this document.

Bureaucrats

Currently, the bureaucrat authority is not open for application.

Administrators

Applicants must meet these minimum requirements:

  1. be an active patroller at the time of application.
  2. have at least 600 combined edits in the main namespace (namespaceid=0), template namespace, and category namespace.
    • These edits must be considered legitimate; unconstructive edits solely for the purpose to meet edit count requirements are invalid. These edits may be cumulated from Moegirlpedia of any language and their sub-sites.
  3. be skilled in the usage of wikitexts, categories, templates, and other programs, systems, and/or codes used throughout Moegirlpedia and have the ability to understand complicated wikitext.
  4. be the main contributor of at least ten articles to prove proficiency in wikitext and ability to write good articles. These edits may be cumulated from Moegirlpedia of any language and their sub-sites.
  5. be the main maintainer of at least one topic to prove the ability to organize and manage topic-level projects. These topics may be from Moegirlpedia of any language and their sub-sites.
  6. have understanding of article organizations in Moegirlpedia.
  7. have the ability to be on Moegirlpedia for at least 30 minutes per day to edit and maintain it.
  8. not be in active probation(see #Grounds for demotion and removal for details).
  9. have not been, in the past 30 days, demoted or removed from the administrator authority, nor have made another application for such authority.

Patrollers

Applicants must meet these minimum requirements:

  1. have read through Moegirlpedia:Tasks of a patrollerThis page does not exist in English Moegirlpedia yet. You may want to refer to this page on Chinese Moegirlpedia: 萌娘百科:巡查姬的巡查任务. (zh:萌娘百科:巡查姬的巡查任务).
  2. have at least 200 combined edits in the main namespace (namespaceid=0), template namespace, and category namespace.
    • These edits must be considered legitimate; unconstructive edits solely for the purpose to meet edit count requirements are invalid. These edits may be cumulated from Moegirlpedia of any language and their sub-sites.
  3. have good knowledge of the usage of wikitexts, categories, templates, and other programs, systems, and/or codes used throughout Moegirlpedia.
  4. be the main contributor of at least one article to prove proficiency in wikitext and ability to write articles. This article may be from Moegirlpedia of any language and their sub-sites.
  5. have at least three distinct edits that can demonstrate their ability to maintain and improve articles. These edits may be cumulated from Moegirlpedia of any language and their sub-sites.
  6. have not done, in the past 30 days, any of the following:
  7. have not been, in the past 30 days, demoted or removed from the patroller authority, nor have made another application for such authority.

Good editors

One do not have to apply for a good editor role, nor is there set requirements. Administrators and patrollers may grant good editor roles at their discretion to any editors that (wait for it) make good edits that require no further patrolling or cleanup.

Promotion process

The following clauses were modified for the provisional policy of English Moegirlpedia to better suit her public discussion system.

Bureaucrats

Currently, the bureaucrat authority has no set promotion process.

Administrators

  1. Qualifying applicants must openly apply for the administrator authority on the public discussion board by starting a new discussion thread. The applicant should clearly announce the intention to apply in the title and the first sentence of their thread.
    • Applicants should provide reason and evidence that they qualify for and suits the power and responsibilities of the authority (e.g. providing related links to the edits, etc.); applicants failing to do so may find it challenging to gather trust and in turn enough AYE's in the confirmation vote.
  2. Other active administrators may post questions about management, authority power, and future development of Moegirlpedia during the questioning period. This period is generally 7 days starting from the submission of the application; a bureaucrat may change the length of the questioning period for each specific application at their discretion.
    • the applicant can choose an arbitrary amount of questions to answer;
    • the questioning authority may choose to ask additional questions when they get an answer, and the applicant can choose whether to answer the additional questions.
  3. After the expiry of the questioning period, a vote to confirm the applicant will be started by an active authority; the voting period lasts 7 days. All active authorities that participate in votes shall be pinged at the start of the vote.
    • After the voting period ends, an active administrator shall count the vote. In an administration confirmation vote, active admins have 4 votes and active patrollers have 2 votes. The vote may not be split (e.g. they must all go to "AYE" or "NAY").
    • When the ratio of AYE's versus NAY's exceeds 2:1, and when the ratio of participating active admins versus the number of active admins exceeds 2:3, the applicant will be confirmed; any other case results in a failed confirmation.
  4. After the expiry of the voting period, a bureaucrat shall confirm the vote counts and the voting result and proceed with the promotion accordingly.

Note: If a former administrator who voluntarily resigned due to personal reasons (instead of community doubt or backlash) reapplies for administrator authority within 6 months of the leave, a bureaucrat may choose to skip the confirmation vote and reinstate the admin authority promptly.

Patrollers

  1. Qualifying applicants must openly apply for the patroller authority on the public discussion board by starting a new discussion thread. The applicant should clearly announce the intention to apply in the title and the first sentence of their thread.
    • Applicants should provide reason and evidence that they qualify for and suits the power and responsibilities of the authority (e.g. providing related links to the edits, etc.); applicants failing to do so may find it challenging to gather trust required to be confirmed.
  2. An active administrator may review the applicant and grant the patroller authority promptly after confirming that the applicant meets requirments.
  • Remember that the administrator may deny an application even if the minimum requirements are met.

New Patroller Probation

  1. After a successful confirmation, the promoted applicant enters a 15-day New Patroller Probation Period (N3P). N3P Patrollers that have carried out expected maintenance and management workloads and met appropriate standards will, at the end of the N3P, become a formal patroller. If the applicant fails the N3P, they may not apply for patroller authority again in 30 days.
  2. During N3P, the N3P patroller is treated as a member of their former user group before the promotion in promotion, impeachment, and proposal votes.
  3. At the end of the N3P, the administrator responsible for the initial promotion (or, when this administrator is not available due to unforeseen circumstances, another administrator entrusted by the administrator responsible for the initial promotion or assigned by a bureaucrat) shall carry out an evaluation. The evaluation should cover these aspects:
    1. Is this applicant actively participating in maintenance and management tasks and have not made major mistakes?     2. Has this applicant triggered the Block PolicyThe page "Moegirlpedia:Block Policy" does not exist in English Moegirlpedia yet. You may want to refer to this page on Chinese Moegirlpedia: 萌娘百科:方针#用户封禁政策. (zh:萌娘百科:方针#用户封禁政策), participated in any edit wars, or made any ad hominem attacks?
    3. Has this applicant triggered any any grounds for demotion and removal outlined below?
  4. If a former patroller who voluntarily resigned due to personal reasons (instead of community doubt or backlash) reapplies for patroller authority within 6 months of the leave, the administrator granting the authority may choose to skip the N3P.

Good editors

Note that

  • If you want to obtain this role, you may apply directly to any administrator or patroller or apply directly on the public discussion board.
  • Authorities granting good editor roles should provide accurate promotion reasons.

Grounds for demotion and removal

The following clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates.

  • Any action for demotion, impeachment, or removal should follow the Principle of Locality: they should be carried out at the target user's home wiki (where they were first granted the status in question). Demotion, impeachment, or removal at one wiki is not a necessary nor a sufficient ground for demotion, impeachment, or removal at another wiki. [1]
    • The home wiki may still consider complaints by, violations in, and user group removal in another wiki in their demotion, impeachment, or removal case.

Bureaucrats

There are currently no standard conventions for demotion or removal of bureaucrats.

Administrators

  • The inherent administrator authority of a bureaucrat may not be deprived independent of their bureaucrat authority.
  1. Inactivity. Admins that have made less than 3 edits in over 90 calendar days in Moegirlpedia of any language and their sub-sites and have not responded to another admin asking about this matter for over one week are subject to removal of authority.
  2. Non-Participation. An admin that has not participated in four consecutive votes will receive a warning.
    • If this admin cannot provide a satisfactory explanation to the rest of the authorities regarding their non-participation or abstinence, they will be subject to removal of authority.
    • If this admin has provided an answer but still did not participate in the next vote, they will also be subject to removal of authority.
    • "Votes" include proposal votes, confirmation votes, and impeachment votes.
  3. Voluntary Resignation.
  4. Community Rejection. If three or more patroller or good editor statuses granted by the same administrator were rejected by the community and removed, and the first and the third removal spans less than one year, the admin in question should be temporarily demoted to patroller as their standard appears to be very different from the community.
    • The bureaucrat may assign a 15- or 30-day probation period, after which the administrator authority may be reinstated, and during which the administrator-in-probation may not apply for administrator authority.
  5. Successful Impeachment.
  6. Bureaucrat Action for demotion or removal.

Patrollers

  1. Inactivity. Patrollers that have made less than 3 edits in over 30 calendar days in Moegirlpedia of any language and their sub-sites and have not responded to another authority asking about this matter for over one week are subject to removal of authority.

Good editors

  1. Errors. A good editor who made more than 3 mistakes requiring the authorities' help in a short period of time is subject to removal of role.
  2. Violation of Policies. A good editor who committed vandalism or other acts violating Moegirlpedia policies (including but not limited to being blocked due to violation of policy after formal warning) is subject to removal of role.
  3. Bureaucrat action for removal.

Removal process

Those who have met the ground for demotion or removal will be demoted or relieved by the following process.

Bureaucrats

There are currently no process for demotion or removal of bureaucrats.

Administrators

  • Administrators that have met ground #1, 2, 3, 4, or 6 shall be promptly demoted or relieved by a bureaucrat after confirming that the ground is indeed met.
  • Administrators must be impeached following the impeachment process.
    1. Any autoconfirmed user may initiate the impeachment process.
      • If an impeachment against the same administrator is already in progress, then in principle, additional statements, evidences, or discussions should be added to the active impeachment, and no redundant impeachment should be initiated.
      • If an user initiates multiple impeachment against the same authority within one month, or if an user initiates multiple impeachment against many authorities within the same month, a bureaucrat may, after consideration of the reasonability of these impeachments, combine or reject the said impeachment and warn the said users. In serious circumstances (e.g. obviously constituting harassment), block may be instituted if warning is ignored.
    2. If a valid impeachment is initiated, it immediately enters a seven-day questioning period, during which the admin being impeached may respond to the impeachment, and any autoconfirmed users having the right to vote may participate in questioning. During this period, the initiator of the impeachment may withdraw it at anytime.
    3. After the expiry of the questioning period, an impeachment enters the voting period if it was not withdrawn. An authority shall start a formal vote using the {{voteThe page "Template:vote" does not exist in English Moegirlpedia yet. You may want to refer to this page on Chinese Moegirlpedia: Template:投票. (zh:Template:投票)}} template with a seven-day voting period and notify all active authorities using {{TGSSThe page "Template:TGSS" does not exist in English Moegirlpedia yet. You may want to refer to this page on Chinese Moegirlpedia: Template:大召唤术. (zh:Template:大召唤术)}} (The Great Spell of Summoning).
      The vote shall be counted after the expiry of the voting period by an active administrator. The user being impeached cannot vote in their own impeachment vote; all other administrators have an equivalent of two effective votes and all other active patrollers, one.
      The impeachment vote is passed and the impeachment successful only when the AYE's are over 2/3 of the total valid votes cast, the administrator participation rate is over 2/3, and the total authorities participation rate is over 1/2. All other cases result in a failed impeachment.
      • In an administrator impeachment vote, autoconfirmed users may express their opinions but may not vote.
    4. The voting result shall be confirmed by a bureaucrat, and the impeached administrator shall be relieved of their authority if the vote is passed and the result is correct.

Patrollers

  • Patrollers that have met ground #1, 2, 3, or 5 shall be promptly demoted or relieved by a bureaucrat after confirming that the ground is indeed met.
  • Patrollers must be impeached following the impeachment process.
    • The process is otherwise the same as the administrator impeachment process, with changes only to the voting eligibility and passing condition outlined in #3:
      • Voting eligibility. The target of impeachment may not vote; all other administrators have an equivalent of four effective votes, all other active patrollers, two, and all autoconfirmed users, one.
      • Passing condition. The impeachment vote is passed and the impeachment successful only when the AYE's are more than the NAY's and the AYE's are over 1/4 of the total authorities voting power. All other cases result in a failed impeachment.
        • "Total authorities voting power" refers to the total amount of effective votes possessed by all authorities, not counting the patroller being impeached. For example, if there are 5 active administrators and 30 patrollers, then the total authorities voting power is [5×4+(30-1)×2]=78.
    • The voting result shall be confirmed by a bureaucrat, and the impeached patroller shall be relieved of their authority if the vote is passed and the result is correct.

Appendix

  2. In all votes, one real person can vote only once. If clear evidence suggests that multiple accounts were used by the same person in a vote, all votes cast by these accounts are invalidated, and all these accounts are banned from future votes. The affected vote should be recounted unless it has been concluded for over 30 days.
  3. The aforementioned votes should meet the following requirements:
    1. (+)AYE ({{aye}}), (∅)Abstain ({{abstain}}), and (-)NAY ({{nay}}) are the only three accepted voting template in a vote. A vote cast using any other choice or template used is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote and not counted toward the participation headcount.
      • This clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates. Use of {{agree|AYE}} and {{disagree|NAY}} by autoconfirmed users should be accepted as valid votes, but these users should be notified of this policy and discouraged from using those template representations. Authorities must use {{aye}} and {{nay}}.
    2. Voter should express in their vote the fact that they have read the content of the personnel issues to be adressed and understand that their vote may affect Moegirlpedia's authority composition and/or policies. A Vote without reason is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.
    3. Individual votes may not be split; those who holds more than one effective vote also may not split their effective votes. A single voter must cast all of their effective votes towards one selection (out of (+)AYE, (-)NAY, or (∅)Abstain) only; split voting is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote and not counted toward the participation headcount.
    4. Admins and patrollers may use {{abstain}} to express their opinion if they think both sides do not represent their view. An abstaining vote caster is treated as having not participated in this vote and not counted toward the participation headcount.
  4. The voting eligibility of a vote is determined at the moment it starts; thus, authority status or functional roles gained during a vote does not qualify a user for participation in that vote, and authority status or functional roles lost during a vote does not disqualify a user from participation in that vote. Exception is made for those who observed a user group change along with a block due to violations of policies, whose vote is invalid according to the following clause.
    • This clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates. The eligibility of participation is determined at the wiki the vote is held. Users that do not hold a required user group status at English Moegirlpedia cannot use their user group status from Moegirlpedia of a different language to qualify as a voter.
  5. With respect to the importance of confirmation votes and impeachment votes, the voters in these votes who is not an authority must also meet all of the following requirements. A vote cast by a user who does not meet the following requirements is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote and not counted toward the participation headcount.
    1. Be registered for at least 30 calendar days at the time the discussion thread initiating the vote was posted,
    2. Be in compliance with policies and has no block record from when the discussion thread initiating the vote was posted to the expiry of the voting period, and
    3. Be active at the time of the vote, defined as having at least one edits in the Main, Template, Category, Help, or Project namespace at any one of Moegirlpedia of any language and their sub-sites.
  6. Votes are counted after the expiry of voting period. No late votes will be accepted after the expiry of voting period; late votes are invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.

Footnotes and references

For example, a user granted patroller status in Chinese Moegirlpedia should not be impeached in English Moegirlpedia; an English Moegirlpedia administrator cannot lose their power due to inaction in Chinese Moegirlpedia; and a dual authority that lost their power in Chinese Moegirlpedia do not necessarily lose their English Moegirlpedia authority unless they are also eligible for removal of authority here.
