This is a translated and adapted excerpt of the Chinese Moegirlpedia Policy. It will be updated if the original text changes.
The current translation is based on the original version 3269510, translated by User:公的驱逐舰, checked by, and approved by.
This adaptation is adapted as a provisional policy in English Moegirlpedia and is subject to change in the future.

Overview

There are two types of user groups:

  1. Authoritative user groups (or "authorities") have some administrative power within Moegirlpedia; their actions and comments are usually considered official actions and comments from English Moegirlpedia.
    • Currently, only bureaucrats, administrators, and patrollers are considered authorities; they proceed from the most to least powerful in that order.
    • The more powerful authority also has the user group status from all lower power authorities (e.g. an admin is also a patroller, and a bureaucrat is also an admin and a patroller).
  2. Functional user groups (or "titles") have no administrative power; however, they may have some nonadministrative privileges, such as having their edits automatically marked as patrolled (good editor) or the ability to use Mediawiki API to perform large amounts of automatic edits (bots). Users with functional titles are still regular users, and their actions and comments in no way represent English Moegirlpedia.
    • Some common titles include good editors, bots, and autoconfirmed users.

User group management power

Detailed powers and rights of different user groups are listed in Special:ListGroupRights. Only user group management powers are briefed here.

  • Bureaucrats may grant or revoke user groups and power to or from any user (including themselves), regardless of their user group status.
  • Administrators may grant patroller power or good editor status.
  • Patrollers may grant good editor status.

Responsibilities overview

Administrators

As some of the most senior editors in Moegirlpedia, administrators will be the primary maintainer of several "portals", or topics, throughout the site.

They will build navboxes and other complicated templates, propose and maintain categories, and guide other user edits.

Admins will handle controversial, divisive, and sensitive issues should they arise.

They will also participate in discussions throughout Moegirlpedia, notably in the Discussion board, and be the moderator of these discussions.

Admins will participate in votes that will decide the rules or the future of Moegirlpedia.

Patrollers

As experienced editors, patrollers are tasked to maintain the readability of many articles.

They do not have to participate in all matters throughout the site, but they should every page up to par even if they have no interest in some topics they may encounter.

Good editors

Good editors do not have additional responsibilities save for the articles they edit.

Good editors' edits should be free of errors (that needs others to fix); they don't have to make the articles perfect, but they must bring them up to par.

Good editors should leave good, helpful edit notes if needed so that others can continue to improve the article.

Application requirment

The following clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates.

  • Since the user group status is currently linked interwiki-wise, English Moegirlpedia follows the Chinese Moegirlpedia application requirements.

We resume with the translated text.

Bureaucrats

Currently, bureaucrats are not open for application.

Administrators

Applicants must:

  1. be a current patroller.
  2. have at least 100 edits in the main namespace (namespaceid=0), at least 10 edits in the template namespace, and at least 10 edits in the category namespace. These edits must be considered legitimate; unconstructive edits solely for the purpose to meet edit count requirements are invalid. These edits may be cumulated from Moegirlpedia of any language and their sub-sites; these currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  3. be skilled in the usage of wikitexts, categories, templates, and other programs, systems, and/or codes used throughout Moegirlpedia.
  4. be the main contributor of at least three articles to prove proficiency in wikitext and ability to write good articles. These edits may be cumulated from Moegirlpedia of any language and their sub-sites; these currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  5. be the main maintainer of at least one topic to prove the ability to organize and manage topic-level projects. These topics may be from Moegirlpedia of any language and their sub-sites; these currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  6. have understanding of article organizations in Moegirlpedia.
  7. have the ability to be on Moegirlpedia of at least 30 minutes per day to edit and maintain it.
  8. Answer questions given by other active authorities about management, authority power, and future development of Moegirlpedia.
    • the applicant can choose an arbitrary amount of questions to answer (but they must answer at least one);
    • the questioning authority may choose to ask additional questions when they get an answer, and the applicant can choose whether to answer the additional questions;
    • initial questions should be submitted within 48 hours of the submission of an application, but there is no limit on answering and asking additional questions.
  9. pass the confirmation vote.
    • a vote may be started after the submission of an application to confirm the applicant. This vote lasts 7 days.
    • In an administration confirmation vote, active admins have 4 votes and active patrollers have 2 votes. The vote may not be split (e.g. they must all go to "AYE" or "NAY").
    • When the ratio of AYE's versus NAY's exceeds 2:1, and when the ratio of participating active admins versus the number of active admins exceeds 2:3, the applicant will be confirmed; any other case results in a failed confirmation.

Patrollers

Applicants must:

  1. have at least 50 edits in the main namespace (namespaceid=0), at least 1 edit in the template namespace, and at least 1 edit in the category namespace.
  2. have good knowledge of the usage of wikitexts, categories, templates, and other programs, systems, and/or codes used throughout Moegirlpedia.
  3. be the main contributor of at least one article to prove proficiency in wikitext and ability to write articles. This article may be from Moegirlpedia of any language and their sub-sites; these currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  4. have at least three distinct edits that can demonstrate their ability to maintain and improve articles. These edits may be cumulated from Moegirlpedia of any language and their sub-sites; these currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  • Note: since no vote is needed to confirm a patroller, the confirming administrator must carefully inspect the edit history of the applicant to make sure no edit wars, ad hominem attacks, or other acts disqualifying the applicant from serving as a patroller was committed by them in the past 1 month.

Good editors

You do not have to apply for Good Editor titles; administrators and patrollers may grant good editor status at their discretion to any editors that (wait for it) make good edits that require no further patrolling or cleanup.

If you think you are eligible for the good editor status, ask any patroller or administrator.

Grounds for impeachment, revocation, removal

The following clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates.

  • Impeachment or removal should be carried out at the target user's home wiki. For example, a user granted patroller status in Chinese Moegirlpedia should not be impeached in English Moegirlpedia; an English Moegirlpedia administrator cannot lose their power due to inaction in Chinese Moegirlpedia.
  • The home wiki may still consider complaints by and violations in another wiki in their impeachment, revocation, or removal case.

We resume with the translated text.

Bureaucrats

There are currently no standard conventions for impeachment, revocation, or removal of bureaucrats.

Administrators

  1. Admins that have not edited for over three months in Moegirlpedia of any language and their sub-sites and have not responded to another admin asking about this matter for over one week are subject to removal of authority.
    • Moegirlpedia of any language and their sub-sites currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  2. Admin may ask for temporary leave if they are or will be busy with real-life matters; admin on leave will have their authority removed. If the admin returns within one year, they only have to prove that they still qualify for the job, and the confirmation vote is waived.
  3. Since 4 September 2016 09:26 UTC, an admin that has not participated in four consecutive votes or 50% of votes in one year (whichever comes first) will receive a warning. If this admin cannot provide a satisfactory explanation regarding their non-participation or abstinence, they will be subject to the removal of authority.
    • "Votes" include proposal votes, confirmations, and impeachments.
  4. If three or more patroller or good editor status granted by the same administrator was rejected by the community and revoked, removed, or impeached, the admin in question should be temporarily demoted to patroller as their standard appears to be very different from the community.
  5. Impeachment vote.
    • In an admin impeachment vote, active admins have 4 votes and active patrollers have 2 votes. The vote may not be broken apart (e.g. the 4 votes of an admin must all go to "AYE" or all go to "NAY").
    • When the ratio of AYE's versus NAY's exceeds 2:1, when the ratio of active admins versus total participating voters exceeds 2:3, and when the total turnout exceeds 1/2, the admin in question will be impeached; any other case results in a failed impeachment.
    • Note added on 2 August 2017: any user who cannot vote may express their opinions, but their opinion or "vote" are not counted as effective votes, nor do they affect the turnout in any way.
  6. Bureaucrat action for demotion or revocation.

Patrollers

  1. Admins that have not edited for over one month in Moegirlpedia of any language and their sub-sites and have not responded to another authority asking about this matter for over one week are subject to removal of authority.
    • Moegirlpedia of any language and their sub-sites currently include English, Chinese, and Japanese Moegirlpedia, Moegirl Commons, and Moegirl Wenku.
  2. Resignation.
  3. Since 4 September 2016 09:26 UTC, a patroller that has not participated in four consecutive votes or 50% of votes in one year (whichever comes first) will receive a warning. If this patroller cannot provide a satisfactory explanation regarding their non-participation or abstinence, they will be subject to the removal of authority.
    • "Votes" include proposal votes, confirmations, and impeachments.
  4. If three or more good editor status granted by the same patroller was rejected by the community and revoked, removed, or impeached, the patroller in question should have their authority revoked as their standard appears to be very different from the community.
  5. Impeachment vote.
    • In a patroller impeachment vote, active admins have 4 votes, active patrollers have 2 votes, and autoconfirmed users have 1 vote. The vote may not be broken apart (e.g. the 4 votes of an admin must all go to "AYE" or all go to "NAY").
    • When the ratio of AYE's versus NAY's exceeds 1:1, and when the ratio of total AYE's cast versus the total vote held by the active authorities exceeds 1/4[1], the patroller in question will be impeached; any other case results in a failed impeachment.
    • Note added on 2 August 2017: any user who cannot vote may express their opinions, but their opinion or "vote" are not counted as effective votes.
  6. Bureaucrat action for demotion or revocation.

Good Editors

  1. A good editor who made more than 3 mistakes requiring the authorities' help in a short period is subject to revocation of title.
  2. A good editor who committed vandalism or other acts against Moegirlpedia policies is subject to revocation.
  3. Bureaucrat action for revocation.

Other

  1. In all votes, one real person can vote only once. If clear evidence suggests that multiple accounts were used by the same person in a vote, all votes cast by these accounts are invalidated, and all these accounts are banned from future votes.
  2. The aforementioned votes need to meet these criteria:
    1. (+)AYE ({{aye}}), (∅)Abstain ({{abstain}}), and (-)NAY ({{nay}}) are the only three accepted voting template in a vote. Any other choice or template used is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.
      • This clause is added to the provisional policy of English Moegirlpedia and is not currently present in the original. It shall be kept in future updates. Use of {{agree|AYE}} and {{disagree|NAY}} by autoconfirmed users should be accepted as valid votes, but these users should be notified of this policy and discouraged from using those template representations. Authorities must use {{aye}} and {{nay}}.
    2. Voter should express in their vote the fact that they have read the issue in question and understand that their vote may affect Moegirlpedia's authority composition and/or policies. Vote without reason is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.
    3. Authorities holding more than one effective vote may not split their votes. Split voting is invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.
    4. Admins and patrollers may use {{abstain}} to express their opinion if they think both sides do not represent their view. Abstaining votes are invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.
  3. The eligibility of participation is checked at the moment a vote starts; thus, authority status or functional titles gained 'during a vote does not qualify a user for participation in that vote.
  4. Votes are counted after a vote ends. No votes will be accepted once the vote ends; late votes are invalid and not counted, and the corresponding vote caster is treated as having not participated in this vote.

Footnotes and references

  1. E.g. there are 9 active admins and 22 active patrollers on 20 June 2016; they hold 9*6+22*2 = 80 votes. Thus, a patroller impeachment on this day will pass this requirement if there are more than 20 ayes.
