Policies and guidelines are formed by the consensus of the community. Normative documents that guide the operation of the site are sometimes called policies or notes. The policies set out the core principles and rules for the operation of the site, and the guidelines provide instructions for editing activities in specific situations. Under normal circumstances, the two should be observed within their scope of application.

Essays are written by one or more editors. They are documents that provide supplementary explanations for a certain matter, especially matters related to site specifications, and are usually used to enhance the editor's understanding of the content of the relevant policies.

The purpose of this page is to clarify the basic concepts of policies, guidelines, and essays; to clarify the relationship between these three types of pages and other pages including help, and the internal relations of these three types of pages.

In addition, the basic information of the site is a fundamental document that stipulates the nature of Moegirlpedia, legal-related information and external affairs. It only allows the administrator to directly modify or authorize the administrator to modify, add, and remove with the final decision right. It is not restricted by this policy, and the policy and guidelines must not contradict it.

Definition

  • Policy: A policy is formed by the consensus of all editors. It is universally binding on matters within the scope of the encyclopedia and is also the highest criterion for maintenance staff to perform maintenance operations. The content of the policy is basic, and the level of effectiveness is higher than that of other documents defined in this section. If other documents conflict with the policy, the policy must prevail.
  • Guidelines: Guidelines are formed by the consensus of a specific group of editors. They are binding on a certain type of specific items in the encyclopedia, and are also criteria for maintenance staff to perform maintenance operations. Maintainers can invoke the guidelines for implementation if they do not conflict with the guidelines. Basis for maintenance operations.
    • Guidelines applicable to the entire site: This type of guidelines is usually applicable to editing activities in a particular field, and its content is more specific than the guidelines, and can be used as the guidelines for site editing if it does not conflict with the guidelines.
  • Essay: It is the opinion or suggestion of one or a group of editors, but it has not yet reached a general consensus. Essays cannot represent the entire community, can be created and written without approval, and have no corresponding effect.
    • Moegirlpedia essay: Moegirlpedia essays refer to supplements and explanations to the existing policies and guidelines of Moegirlpedia for editing. It may not meet the conditions for becoming the current policy or guideline of Moegirlpedia for various reasons, and should not conflict with the existing policies and guidelines. If a user does not want their written statement to be edited by others, or contradicts the consensus of the majority, it should be placed under a user page.
    • Help documents: Help documents refer to documents that help users to operate Moegirlpedia, including instructions and operating guidelines for readers and Moegirlpedia editors, excluding current policies and guidelines.
  • Invalid document: When a policy, guideline or basic policy document is no longer valid for various reasons, but its text content still has retention value, it will be defined as an "invalid document".

In addition, the regulations on this page are only valid for pages and their affiliated pages (such as discussion pages and sub-pages) in the "Moegirlpedia" namespace and "Help" namespace. More specific consensus, such as an editorial consensus on a certain page or template, is not within the scope of discussion on this page.

Procedural matters

Formulation and revision

In the process of the formation of policies/guidelines, the most central role is the consensus of the community, and its formulation and revision should be based on the consensus of the community.

  • The formulation and modification of the policy shall be carried out through the proposal procedure;
  • The formulation and revision of the guidelines should be fully discussed and voted on;
  • Edits that do not involve the actual meaning of the page can be directly carried out by maintainers with editing rights, but should be supervised by other members of the site;
    • For the determination of whether an edit is substantial, if the person who started editing is a patroller, no less than three administrators are required to jointly determine, and if it is an administrator, no less than three administrators are required. Administrators (including at least one administrator) jointly identify them;
    • The aforesaid verification procedure is initiated when a user reports a report in the policy version.
  • Administrators are not subject to the restrictions of Articles 1 and 2 when exercising their final decision-making power.

Page naming

To ensure its identifiability, the policy/guideline pages in Moegirlpedia should comply with certain naming conventions.

  • The policy page should be named in a form similar to "XX policy" (except for those unsuitable due to technical reasons such as interface messages), and policy pages should be placed under the "Moegirlpedia" namespace;
  • The guideline page should be named in a form similar to "XX guidelines", and guidelines pages applicable to the entire site should be placed under the "Moegirlpedia" namespace;
  • Non-policy/guidelines pages must not use "policies"/"guidelines" or words similar to the meaning of "policies"/"guidelines" (such as norms, codes, etc.) in the title;

In principle, the above rules are not retroactive to the existing policy/guideline page (adopted before August 8, 2020). If the site believes that the relevant page needs to be renamed, it can be amended by referring to the above naming convention.

Template usage

  • {{Policy}} should be added at the beginning of policies.
  • {{Guidelines}} should be added at the beginning of guidelines that apply to the entire site.
  • {{Essay}} should be added at the beginning of Moegirlpedia's essays, and {{Help}} should be added at the beginning of help documents.
  • {{Invalid document}} should be added at the beginning of invalid documents.

Protection

  • Policies should increase the level of protection to "administrators only", and no substantive modification can be made without the proposed procedure.
  • Guidelines should raise the level of protection to “only administrators and inspectors are allowed”, and no substantive modification shall be made without discussion and consensus.
  • Depending on the situation, protective measures can be implemented or not implemented on essays.
  • The protection level of invalid documents should be increased to "only allow administrators to edit" to avoid unnecessary modification.
